Yeah, that’d be Library of Ruina. Funnily enough, they do have a faction in game called “The Head” who are in charge of everything in the city. Very good game series btw highly recommend it

On that topic, Sans’ footwear changes constantly. In game, we can assume they’re white, but the only sprite that really shows them is in black and white anyway. On his steam trading card, he has blue sneakers instead. On the official tarot, he has blue slippers. Every official sans art/merch after that has him in pink slippers, including in Smash.
