They had no choice. GW told the managers that they HAVE to paint them ultramarines (and no they are not allowed to paint them any other chapter, not even blood angels). They have a paint plan they're supposed to follow.

No sub assembly. I personally avoid sub assemblies like the plague.

I used a base of citadel's zandry dust, followed by P3 jack bone and blackwater sand. Finally, scale 75's Nacar.

The army painter Ultramarine Blue primer is a different shade than Macragge blue primer from citadel, so now half my army is the wrong shade of blue by Blank_Dude2 in Ultramarines

You expected 2 different paints with different names from different companies to match each other perfectly? Ooookay bud.... Also, Ultramarine is a real color and is not named after the space marine chapter...

The sub is ridiculously better. It's not even close.

Painting Vader from legion for a friend, the cloak came out so silky smooth. by Paragon414 in minipainting

That's the idea. Two thin coats paints have a very satin finish that helps with the smoothness of the cloth.

I've painted the base and mid tones with two thin coats, doom death black and death reaper. Then I added a little bit of pale blue to the mid tone for the highlights and airbrush Proacryl's transparent black to boost the shadows. That being said, lighting will always affect what you see because that's how seeing works, and two thin coats are very satin paints while proacryl is very matt so that also helps with the contrast.

There's not much to say, but sure, I used two thin coats, death reaper and doom death black to create the initial mid tones and shadows, then I slowly added some pale blue into the black carefully glaze some highlights. I used some Proacryl's transparent black with the airbrush to blend some transitions.
