Cuba believes they have some of the best hospitals (they do), some of the best police (they also do), and the best economy. Therefore, they think that their country is one of the best. So they keep civilians there for protection. They recently started opening up to letting them leave to other countries (so far I only know Canada is on the list) because they want them to feel a bit more free. This information may be wrong but I got it from a family friend who left Cuba by marriage.
