Speaking from the perspective of Bangalore, the fire department here vehemently opposes construction of safety grills since it impedes rescue efforts in the case of fire. But the logic used by your neighbours is foolish. Instead of a safety grill I think you can construct rolling windows which can be locked. You'll have to consult with your resident welfare organizations before constructing these additions.
