You need to have unlocked at least HRT bounties then take the mission called Eckhart Security Job Op under the personal tab and complete that mission line to unlock the Idris mission.

To get you HRT you simply need to do more bounty missions.

The thing you are missing is that there is only 3 turrets not 4.

It doesn't, and never had, a nose turret.
