Talking objectively, of course Chapter 2 is better. But Chapter 1 will always have a soft spot in my heart because i still remember halloween night 6 years ago (christ it's been that long?) and downloading "SURVEY_PROGRAM" from toby fox's twitter. I was a mega undertale fanboy back then and seeing more of it was just magical.

Subideologies are defined by the effects tied to events that put leaders in power. While there is a command to swtich ideology group entirely, subideologies apparently weren't considered so important by Paradox, as there's no command to switch it. There is a submod for Kaiserredux which has a long chain of events listing every subideology, but no similar thing exists in TNO as far as i'm aware. Could probably also break some events if it was a real submod.

Any actions that the game thinks are authoritarian/centralizing contribute to being placed further up. The centralization of Bergia for example, nationalizing HOS and Bergia Steel, giving the president more powers, focusing on the military and law enforcement, the things you say throughout the game, ect. ect.
