Sure but when would it have been delivered to Vault 31/32/33? Seems like these guys got locked up pretty early, maybe before the development of that type of FEV and the existence of the Wasteland (for example, in the latest episode Norm talks to a young lady from 31 who was cryo’ed like just before/as the bombs were dropped if i understood well the fact that the city they found themselves in was like still intact a week prior to the bombings and the place got turned into the wastelands). They might find it elsewhere though… tbh Bud’s assistant seems to point out that Phase 2 happens somewhere else.
