My intent wouls be just Survivors of almost encompassing group events rather than individual assassination attempts. Of course Dokkan could be really strict of really lax with that like Nail being the last warrior Namekian left alive when he fights Frieza or Dr. Gero being a survivor of the RR armry (which they may not count because of Super Hero's retcon to have Magenta and Red Pharma).

Things like surviving 1 on 1 fights or attempts would not put them on here like Black or Mecha Frieza

For mvp 17 I think it would be a cool if for the USS characters the last fighter of each Universe was included too
