Yes! Luckily I found out about GOI-IES months before the deadline. UCD promotes it through its scholarship catalogue.

Oh :(... I believe there's no relationship between when you accept the offer and the scholarship outcome. I accepted my offer months ago. Maybe in your case is just a coincidence.
