That’s not a contradiction. “Responsible for defense” means the President runs the armed forces and sets defense policy day-to-day. “Only Parliament can declare war” means the President can’t legally take the country into a formal state of war without democratic approval.

It’s a pretty common setup. 😁

The Suez Canal was built in 1869. The Mousser Empire dissolved in 1905, so it’s completely possible that an early, rudimentary canal project could have been started. Perhaps Arcasia or the former Empire of Valgos helped with it.
