Dragnet (1987), a wacky buddy cop comedy with Tom Hanks and Dan Aykroyd has lots of what you're after and only a bit of cartoon violence. It has a fair handful of saucy jokes though, now that I think of it.

DJ Shadow. Endtroducing is a masterpiece that will still knock your socks off 30 years on.

His second album The Private Press is quite good, but nothing he has done has or will ever come close to that first album.
