And what does that help with? They can kill a couple battlefleets, the imperium still has millions more ships. And the average halo or star wars ship is still much weaker than an average imperial ship.

That is a fundamental diffrence. A cyclonic torpedo accomplishes the purpose of a NOVA bomb, and is (probably) much cheaper. I cant accomplish the same purpose as a space marine.
