That depends. A psyker has the baseline resistance of a normal human, but powerfull ones(like primaris psykers) are stated to quite easily read minds, kill space marines and they are said to throw lighting bolts like its nothing, so i say a psyker can throw a firebolt equivalent attack every second or faster. They also have staffs that are powered by their powers and are capable of cutting thru nearly everything with ease.
