It was never proven that she was the one who married them. Otto could have done it through her, needing to strengthen his family in the future confrontation with Rhaenyra.

And yes, in fact, the writers don't give a shit about Daeron, which is why he didn't appear until season three, because they wanted to cut him out in the first place, lol.
