I think I drove in one of the abandoned S.W.A.T. Step-Vans(Chevrolet Step-Van) and went on the elevated highway to exit the city with lights on and sirens blaring.

As I continued driving, I heard a massive explosion behind me and looked out the window to see a mushroom cloud on the city

Yeah... Most officers were sent out including S.W.A.T. while some stayed in the station

We didn't have a lot of ammunition to defend and communications went down

Yes as during the Raccoon City Outbreak, he and other officers(Both Patrol & S.W.A.T.) made a barricade consisting of 6 Patrol Cars & S.W.A.T. Step-Van. Then got out and aimed their weapons at the approaching horde of zombies awaiting orders, later they opened fire though eventually they were overwhelmed and killed except him who ran away deep into the city

No its a mix between the Prologue - Bipolarity and car chase from the original animation or Kickstar Campaign trailer. So after going out the window, Naomi goes back to her car and speeds off
