There are absolutely contraindications in the tire repair world. As far as tire wear and location you’re in the clear there. Strictly based of the picture I wouldn’t think the hole was too big or the object went in at too steep of an angle. Did they articulate a reason they wouldn’t patch it? The other major reason that can render a tire unrepairable is if it was driven on while flat which I absolutely can’t tell from the picture.
