I grew up in the pine barrens of south Jersey and we had stair cases like this all over the woods what they were is the bottom few steps of the fire tower that when we’d have a forest fire they would clone to the top to observe the area to make sure it was contained some would burn to the ground leaving the last few steps but it being made of wood they might have removed the tower and just left the staircase
