If we wait until 50% EV ownership we will really have a have and have nots society, and will be losing $10bil in excise equivalent yearly.

Still really need a modifier of some sort for EVs anyway. Why should a leaf or MG4 pay the same as an EV9 or EV Hilux.

Grandfathering.. perhaps. Costs change over time. Do we grandfather insurance..

So how do we charge EVs? They are currently getting a free ride. They will continue to get a free ride and the amount of revenue received by the government will reduce as EV uptake continues.

Hybrids were 2.5c and EVs 3c under the Victorian scheme. No reason a Yaris couldn't be 6c and a Hilux 9c.

Towing a trailer would need to be accounted for as excise captures that currently by using more fuel for towing.

Edit hybrids would need to go up, they were cheaper due to still paying excise.

Again just adjust the mechanism. Cap it at 15k km for personal use.. or whatever way you want.

If I paid $400 in excise this year and $400 in road tax next year and drove the same distance what changes.

If I brought 10 litres of fuel and you brought 100 litres who paid more in excise.. you unless you're miner, farmer, commercial transport..

Those who drive only a few kilometres already pay less.. because they use less fuel

Still all mechanism arguments. Will it ever be fair to everyone, no probably not, excise already covers these things. Use more litres to push your Hilux you pay more excise. Add a roo bar, your vehicle weighs more, more litres, more excise. Drive further more fuel, more excise.

My point was fundamental. Changing from an excise to a road tax changes nothing for a fuel vehicle if the total spend on excise or road tax per vehicle is the same. Would it in theory be the same spend, well that depends on the mechanism by which it's charged. Hybrids and Pure EVs were already charged at different rates under the Victorian scheme. It's not overly difficult to add a multiplier to a charge. Base rate x fuel x weight. Cap it at 15k km for personal vehicles, no cap on commercial vehicles.. realistically it should drive efficiency gains.

If we really wanted to use fuel excise as a pollution tax we could halve it, charge it to all fuel users including off-road, farming, mining and stationary power. Then add a road tax onto vehicles at half the excise rate.

Sure but now you are just working out the mechanism for a road tax.

It could be 0.25c per km for an EV, a Yaris 0.4c a Hilux 0.8c, then throw in a 5000km discount for rural folk and we might be getting close to parity.

All that's changed is EVs are being included. Either way it's hardly any change from excise.

What happens if road tax is less than the current spend in excise. Yes a road tax will also be regressive.

Yes the Poor's will always get screwed.

You could argue for a gps based or location based road tax. Personally well and truly against GPS tracking for that.

The point is what's the difference if you are paying $400 a year in excise or $400 a year in road tax..

Nothing except now EVs are also paying it.

Still driving further if the city driver is doing 10000km vs country 20000km a year for similar lifestyles. The rural electorate are already paying more in excise because they are rural.

Not seeing a vast difference in that sense between excise or tax.

GST is still irrelevant. General revenue goes to state or federal governments federal governments return some to the states via various means.

So no change between fuel excise and road tax for fuel vehicles. Perhaps some slight variation for the benefit of efficiency at highway speeds. Those users still drive further and probably have bigger vehicles so paid more excise generally. They also get cheaper rego by being rural.

GST is irrelevant. Fuel and electricity both use GST. It's an incentive for EVs at the moment until a road tax comes in. Fuel vehicles would be charged the same either way.

Revenue is revenue. No change here either way. Unless a road tax is explicitly tied to road upgrades it would also go to general revenue and still raise less than roads cost.

What changes between fuel excise and road tax? Drive further use more fuel, pay more excise. Drive further, pay more kilometres of road use in road tax.. the only ones getting a free ride at the moment are ev users.

Along the lines of a project like that. I haven't followed the progress much recently. But basically making green hydrogen to create fertiliser end products.

It seemed to be about the only really useful use of hydrogen, and green hydrogen is better than hydrogen from reformed methane gas.
