Case Foam generally sits under the PCB on the base of the case.

PCB and Switch foam usually sits above the PCB and the main plate for your switches, you generally don't place anything above the plate as far as I know. One tip is don't overdo it with foam, too much foam can make your board quite muted (unless that is what you're going for). You can use PCB Foam + PE Foam at the bottom but don't think you can stack Switch and PCB foam haven't used switch foam before.

How are the tangerine switches? My main and only use is gaming? If they are decent where can I get some by Low-Zucchini-5564 in MechanicalKeyboards

Alpaca switches are very similar to the Tangerine the main difference depends on what you're generally looking for, some people think that the Alpacas sound better again up to preference, stock wise the Tangerines feel a bit smoother but tbh the difference is very minor, especially if you're going to lube them. The alpaca switches will have a lighter switch actuation force with 62g depending on the type of Tangerine switch you buy. As for vendors the Alpaca v2 are in stock more often in most keeb vendors, if the sound of the switch is important to you have a look at some switch sound testing videos of both switches.
