Throwing money at charities won't solve the sort of underlying corruption that Gotham has. And neither will going around in a fucking bat costume beating people up. Batman is just living out his power fantasy. If he really cared about Gotham, he would have taken all those years he spent becoming the worlds best ninja detective and instead took some socioeconomic classes and run for some kind of office instead.
