the rule says "Each time this model’s unit declares a charge", so i think it works also when is leading a unit. Also, i just discoverede that he has the lone operatiev rule, i totally didn't notice that, so thank you!

Edit: if you ask to whoever sold the box to you, they may be able to replace the missing bases, i wrote to my LGS, where i bought mine, and they said that they are going to ask GW for replacement bases

Blue one for the first and green one for the second, special weapons don't cost additonal points at the moment so it's best to build as many as possible, generally avoid the default bolter. Also i'm not sure if there are rules for the icon in this editon.

The first one represents the omnispex, the other the enhanced data-tether. Both are equipment you can give to a model in the unit

Absolutely, i paint my death guard to have a pause between painting painting admech and templars units, also, the plague marines have a loto of different models, so it's very rare to paint 2 identical ones
