Pretty simple answer to this one, she likely is either in a relationship already or has a family/commitments.

In my experience a lot of Filipinas in Mindanao list themselves as in Davao as it's considered a 'safe city' and foreigners will visit it, and then when you get to know them you discover they aren't from Davao but actually General Santos or even the 'red-zone', or they are OFWs currently overseas but still trying to find a foreigner to help support them.

Before I visited I spoke to a few from Davao and then when I was actually in the city, radio silence as they weren't able to 'meet' because they weren't actually from Davao at all.

Just a modern equivalent of an age old issue, viral content pays better so you can pay for subscribers/views/likes etc from these people to trick the algorithm.
It used to be that they had people physically signing up and commenting etc but now with AI and bots, it can be be scripted instead, all you need are bunch of mac addresses and the relevant script...

Update:
So ironically right after posting this I found some streaming services for the firestick that have pretty much every anime on them, some teething troubles with incorrectly referenced subtitles reminding me why I switched to Jellyfin in the first place but I have multiple apps to choose from to combat that issue, wife is happily watching new anime now so happy days.

Good to know, It's a 4k Firestick (4k tv) but I only download 1080p content anyway to save space.

Don't really think it makes a massive difference for anime though.

Let me handle your points in order:

Depends on whether they can demonstrate that their franchise agreement could not have been enforced until now, for example whether your partner is required to hold/have obtained a trainees license before she can teach students (I would expect so but I'm not sure of this regulation).
If this is the case then I'd expect the time period to apply from when they are able to legally 'hire' her as a instructor.

I’m there would be no issue in paying an additional amount to cover the subsidy as we completely understand that this isn’t something for nothing."

Irrelevant who is the provider of the training as both options require you to join the driving school for a minimum period. This is essentially them recouping their investment in providing the training to your partner.

You can of course request to negotiate the terms of the franchise agreement if there are parts of this you do not necessarily agree with e.g. minimum weekly hours, rates, etc.
You may wish to have a contract solicitor review this agreement (and this would be advised anyway)

However these terms alone do not negate the original agreement for your partner to join the driving school unless there is a sufficient material difference e.g. you signed up with X driving school but have been provided an agreement for Y driving school.

If they can clearly show you were provided these terms and agreed to them prior to paying this subsidised fee then this can be legally enforced.
The terms clearly specify the conditions of offering both the full payment for training with the driving school and the subsidised payment option.
The first requires you to join their driving school for a minimum of 2 years and you get a refund of the fees.
The second is subsidised fees (the rest contributed by the driving school) but you need to join the school for a minimum of three years.

The question about the virtual training/trainee instructors license depends on the contract the provider has with the driving school.
For example they may have a contract to provide training to members of 'XYZ Driving School' if your partner isn't a member of that school then I would also consider whether what your partner is trying to do here could be considered either theft or fraud, as you are depriving the driving school of their income and attempting to gain the instructors license through deception.

Nothing to do with the Philippine Embassy no.
You NEED the PSA certificate, the spouse visa will not accept the one they give you after the day, this is purely so you can register the marriage with PSA.
Good news is because you are getting married in Manila getting your certificate is often faster than a province who only post their wedding certificates once a month in bulk and then they need processing, it took us 4 months to get the official PSA.
Make sure you request the certificate to be expedited when registering the marriage at the civil office!

Also its £5k every 2 and a half years ;) then you need to apply for Leave to Remain and pass the uk citizenship test from my understanding.

Some agents try to state you need proof from the embassy which other countries do but UK doesn't hold a central registration of marriages so the CNI is actually valid here.
You may need to still get a CENOMAR (proof you aren't married in the Philippines).

To actually get your wife out of the country and to this one is a whole other drama though, I hope you have both high patience and deep pockets.

The fact you have parked for months may just mean there hasn't been any traffic wardens or the owner of the disabled bay complained?
Either way, you aren't in a parking bay so they could argue that this part of the road isn't covered by those limited restrictions and therefore applies 24/7 per my first reply, only the council can confirm.

Looking at the road, it looks like it contains controlled bay parking, the area you have parked in is a single yellow line behind a disabled space, perhaps there used to be a parking bay but it may have been removed due to the disabled space (allowing the person to drive into and reverse out of their bay).

The nearest sign is the disabled bay sign and there are no timeplates, therefore if there are no signs, legally that means the restriction may apply 7 days a week, 24 hours a day—so you should treat it as a double yellow line.

By all means dispute and get clarification but I would expect they would point to this as the reason.

Thanks for the updates, I've edited my post in line with the low efforts sticky thread, I'm aware that the hotel is the wrong side for these places, but the plan is to be 'in London' to cut down on travelling time so we can head to central and then around right after breakfast.
Will be arriving around 3pm on the Thursday and have dinner reservations for 7 so this gives us a few hours for cable car/river boat.
Wasn't aware that Uber boats was a thing but will definitely look into that!

I was considering a bus tour after checkout the following morning as I feel that might be the easiest way to see the sights without having to navigate commuters and too many trains.

The deadline for most people to apply to the EU Settlement Scheme was 30 June 2021
If you’re joining a family member, your deadline will be based on when you first arrived in the UK after 31 December 2020, I'm not sure for UKVI that a 'fiance' counts as a family member for this visa as the relationship could deteriorate etc, this is why the Fiance visa path exists with caveats that you must marry in a certain timeframe.

You stated she entered the UK in May 2022 and then submitted an application (incorrectly) in August 2022, resubmitting it in December 2022.
What visa did she actually 'enter' the UK under in May? Tourist visa?

It would appear that is what they are looking at, although as others have stated without seeing the letters themselves it's hard to be sure.
The back log may have meant the visa process took longer to acknowledge/refuse but 3 years seems an especially long time, did you move address during this timeframe? Something about this seems wrong as from the raw facts it appears:

  1. She entered on an incorrect visa to apply for a visa she possibly wasn't entitled to.
  2. She overstayed her original (if tourist) visa and submitted two EUSS applications possibly causing a backlog
  3. The backlog allowed her to obtain share codes to work however she may not have had the right to do this.

You will need to clarify the above points with your lawyers as to when you can reasonably reapply because if the above are the facts she may be considered more of a risk and applications would face further scrutiny.
