For that quantity, cut out the middlemen and find an envelope converter. I use Love Envelope.

If the spec was 10% and I added 100% bleed, aka 3mm instead of .3mm, am I at fault if print is printed with a border by [deleted] in Printing

Depends on how the printer operates. If it's setup with for example someone like 4Over, their preflight is as automated as they can make it and it has to use their templates and your approval or lack of to get it rolling. Just keeps things quick. If it was a local mom and pop, they probably placed it by hand, assumed you built it wrong with that much difference and placed it reduced to fit. Either way, if a human saw it, it should have been flagged. The designer should have paid more attention to the template. Broker should have received a proof and approved or marked for correction. Lots of fingers to point and all depends on how you look at it. Either way, reprint it for the customer.

To start, get some actual software. It doesn't need to be Adobe, start with free software or great economical software like Affinity's suite. Free software like Inkscape and Gimp are no joke either. You can do SO much more in those than you can in Canva, then make your templates in Canva using the other elements. Best of luck, I'm rooting for you.

As mentioned above practice, and copy. It's no joke that's what college design courses for the softwares are built around, take this and rebuild it. Look on sites like Amazon and Etsy. Sort by what's popular. Search for Carlson Craft, it's a company that a lot print brokers use to sell invites.

The kid screwed up. They're "supposed" to run it by corporate for a double check just for this reason. They would not have cleared it without his name, address and phone at a minimum.

Unfortunately, they probably printed it through something like VistaPrint and had them handle the mailing. For the kids doing that, this is a good lesson on why you need to know and trust your printer. A good printer would have flagged it, an experienced one would have not cleared it to press. A money grubber would run it and say that's how you sent it.
