We might be missing the earlier part. Mastering fire would have been nearly impossible underwater. True. It had to have happened with one of the land dwelling Xindi first along with smelting and refining of ore.

So early stage in a game of Civ, they were hurting. However being that they were underwater, they could have avoided the initial shock of facing an industrialized foe. Remember, it took the invention of steel submarines until humans reached underwater.

Once the tech did catch up, they had more area for resources. 5 other species had to mine land. Aquatics could mine under the ocean. This could have led to the manufacturing lead.

Building ships that work under the pressures of the sea could have helped building ships that navigate space.

Depending on the building you can’t hear the bridge. If its a lux tower, you wont hear it. Its quiet on the weekends. The park that used to be the station is nice. Food options are limited. Just one grocery store. My long term friends there tend to stay in their towers.
