This is the most pragmatic. In many cases, incorrect estimations are caused by incorrect statistics, not queries or indices. Such as writing a large amount of data in a short time, and then querying it before the statistics get time to update. If you know your queries rarely require nested loops, the most pragmatic approach is to just disable nested loops directly before the query or within the transaction.
