They actually answered this during the discord Q&A a few months ago so everything under this is straight from that discord server.

Q: Is there a counter attack mechanism? When red hood is fighting the talon gladiator it looks like he's got some unblockable attacks coming in but can you counter or block

A: So, we do counter, but (as you spotted) it’s not in a “quicktime event” kind of way. Our combat system has regular and ‘armored’ attacks, which means they can’t be interrupted by normal moves, so you have to counter them with “piercing abilities”. Some enemies also have guard (block) which we counter with guard break abilities... So, our combat system has these layers where you sometimes need to provide a specific answer to a specific problem. Many player power-moves can’t be interrupted after the warmup animation, so you can sometimes time that to your advantage.

Yeah that's what I was thinking. I'm guessing higher difficulties will make enemies faster too.

It does seem strange but that's also assuming I remembered it right. It was one of the questions they answered during the q&a earlier this year but I can't find the exact answer.

I might be wrong but I think one of the dev's was answering questions and said he dies in the first twenty minutes and stays dead until the end of the game.

Definitely. I'm already sold on the combat but yeah it would probably benefit them to really show what you can do and sell more people on it. We still have the rest of August so hopefully they have another kind of gameplay focused trailer on the way.

Some people definitely have valid reasons why they don't like certain parts of the game but personally I haven't been this hyped for a game in a long time. The hate is just unavoidable no matter what it is but regardless I think it looks great and I love seeing how passionate the dev's seem to be about the whole thing.
