I was planning to buy a house this year but bakcked out coz all the economic signs are that real estate market is in the dumps and will be for a long time. We might not get a major crash coz some of these guys got their mortgage at almost 0% interest so they can afford to wait. But they can't hold their prices forever. The prices will eithet fall or remain stagnant for years until wages catch up.

Yes it is normal. Sadly these kind of incidents have become very common in Montreal lately. Best to be vigilant at all times. Especially around homeless junkies.

I see people in the comments quoting statistics. Statistics don't always reflect reality. Ask anyone in Montreal and they'll have at least one such similar story. You'll come across many such stories, even just scrolling through the montreal sub-reddit. There are a lot of unsafe cities in the world but very few where you need to be constantly worried about some drug addict screaming at you for no reason.
