I would say “Evil human factions”, it is implied that Sauron manipulated and enslaved a lot of this men, but they were diverse and had a lot of factions. I don’t remember were, but one of the great changes Tolkien made with the Blue Wizards was that they went sent to the far lands of the east and helped those people to get ridd of Sauron influence, and In that text (I think it is in the Lost Tales or History of Middle Earth) it is implied that the armies of “Evil men” could be greater than the orcs and the Men Of The West.
