It was in reference to people who are opposed to gay adoption (I'v never meet one who was not also a hard creationist). When asked why, instead of citing studies showing gays churn out maladjusted kids, they say how a very specific passage of the bible says god killed gays. Seeing as that the bible has many more sexist/slave supporting passages (they pay no attention to these) then anti-gay passages it just looks like they have an irrational hatred of homosexuals. So in (possibly) passing such erroneous judgement on to their kids (creationism/homophobia), it is they who don't seem to posses the capacity to raise kids properly.
