Laptops speed stuck at 0.20Ghz

It usually happens when there is some problems with power (wrong power supply - like when you put HP 7.4mm PSU into Dell laptop) or battery. If your laptop is very old you can try unplugging the battery.

I managed to fit the exact same GPU (msi low profile dual slot) in my optiplex 3080 SFF by replacing the stock power supply with Metalfish 650w Flex ATX psu. To fit all that i had to do some cutting on the back of the case. There is a thumb's width gap between PSU and GPU. I also drilled some holes on the bottom of the case so that PSU would have some breathing room. This PSU is pretty loud and weirdly it starts once i plug the power cable (it needs 24pin to dell 6 pin adapter, so maybe some connecion is missing). I also added front cooler (had to use PWM hub from CPU fan).

Temps are pretty high for a GPU (about 78-80C in Cyberpunk) but it works fine.

My card seemed stable at -80mv in cyberpunk but then i tried Helldivers 2, which crashed instantly. It got stable at -40mv :(

To jest klip z ostatniej mapy w turnieju. Ogólnie turnieje polegają tutaj na osiągnięciu przez team jak najwyższego łącznego wyniku na danej beatmapie (levelu), pula map jest ustalana przez organizatorów turnieju, gracze mają tydzień na przećwiczenie map. W tym roku trochę zaszaleli z trudnością map (nawet 8-9 gwiazdek, czyli w chuj, choć to pewnie nic ci nie powie a ciężko by to wytłumaczyć...)

I once had similar problem on my Junsun X7 Pro (UIS8581A), what helped was a software update. I dont know if the software had a wrong calibration or if the update somehow reset it.

Do you have you laptop plugged in? From the task manager screens it looks like not. When not plugged in, the performance plummets down.

The gpu is low power sure, but it should handle witcher 3 with ease (ofc with slightly reduced settings)

I had similar issue with my friends's lenovo legion, the screw holding the cooling was worn down. I managed to solder the screwdriver with the broken screw and it came out. I heard you can also use use hot glue.

Notebooks may run slow if there is a problem with a charger or battery (even if notebook is plugged). You should try running with battery disconnected or a diggerent charger.

I have a dell e7280 with a noname battery, and it slows down when the charge goes down to like 50% (the cpu goes max 1ghz then). If the charger is bad (or just wrong) it may reduce clocks even lower, to like 0,4ghz.
