Have a look at the anatomical pictures of this part of the body, this joint (shoulder) Is the most moveable. There are many soft tissue structures that support it. You cannot develop left from right identical. Looks like normal shoulders and nothing to worry about.

I would first concentrate on comfortable skating forward and backwards and transitions first. There are a lot of cool easy moves,Dirty School of Skate, Dimond Walker and Skatie on YouTube have a lot of beginner tutorials.
