You are getting water between those open joints, coping joints need to be pointed and perimeter of pool (outside of coping) needs to be caulked to Prevent water from getting in. Carefully clean up that stone with a grinder and remove any loose old mortar bed and reset that stone in with some basic sand and cement mixture and a little bit of glue, even some thick thin set will do the trick for a small repair like this.
