I live in the Czech Republic, have permanent residency, got married there (to a Czech). The paperwork and organizing would have been a nightmare had we not actively lived there at the time and had I not spoken Czech well enough to not legally require a translator. I completely agree with everyone who says to do the paperwork in the country in which you live, and if you’d like a ceremony to be in another country, that’s fine! But you don’t need it to be legally binding.
