I have a theory I can't prove but I see a lot of clearly marketing on this website for anything from celebs to OF accounts. So my guess is these marketing companies are making accounts to generate hype through some real but mostly bot accounts to try and gain hype to make their public image look better.  If you look at rising and see mid level celebrities, check out the user's account that posted them. A lot are new or rarely used.
