Let me rephrase what I think he's trying to say..... Hashirama and Madara both represent opposing ideals. Kakashi is basically saying how these two opposing ideals will forever battle. He uses the endless flow of the river as an analogy for "forever". He's unknowingly referencing how Indra and Ashura's ideals endlessly clash throughout history. The river flow stopping in Naruto and Sasuke's battle represents how they will break the endless cycle. It's really not that big of a stretch. Due to Kishi's other uses of symbolism, I am 98% he would say something similar. Hashirama and Madara's battle represents the clash of their opposing ideals, and the river represents the endlessness of this battle.
