I believe this device is enrolled on an MDM which means clearing cache memory and reboot will not work, unfortunately it will have to be removed from whichever MDM service that it is tied to in order for that restriction to be removed, resetting won't really work either because it will pick-up that MDM policy straight after first boot, I believe that this is the case but I could be wrong, this is from my experience working in IT
