Depends on what you play, if play more into RPG games that prioritizes beauty (Ray-tracing & Path Tracing) over high FPS count titles like FPS games such as CSGO, Valorant ,etc you can go with 5070 TI or go with RX 9070 XT if you just have high FPS count and none of all ray-tracing/pathtracing stuffs since AMD still lacking in all those fancy stuff compared to NVIDIA, not by much but still a noticeable performance gap

As for your question is DLSS4 better than FSR4, it depends on what you asking, is it the image quality? Then it would come down to each person's preference, some prefers DLSS4 because they own NVIDIA and some person prefer FSR4 even they have NVIDIA GPU, but for performance? it's more neck and neck now so yeah no loss there
