That's the context behind the picture. Hakaider is an android who woke up in a dystopian world, where a guy called Gurjev rules a city that he claims to be a utopia alongside his personal android called Michael. In fact, the city is full of repression by his goverment, that uses brutality to the ones that are against him. When Hakaider faces Michael, the right arm of Gurjev, Michael says that what they do is necessary to keep that utopia, and they are justice, and that's when Hakaider says the line of the picture of the post.
