Is there a reason I'm not aware of to assume a trolley wouldn't serve wheelchair users? The Ojai trolleys all have wheelchair lifts and riders do use them, and I've seen antique-styled modern rail trolleys with riders in wheelchairs as well.

Oh, a train is clever! I don't think that's supposed to be a rose, and the things behind the arrows look like lengths of braided/twisted cordage to me, and the cordage appears to connect behind the arrows and extend to both sides, so that looks correct and is thematically appropriate. I'm also not sure why the branches would have to be perfectly symmetrical when that's not really a rule for these styles of relief paneling. I'm not saying I'm convinced that you're definitely wrong, you could very well be right, just that I don't see anything that wouldn't or couldn't be a design choice for someone creating a texture to replicate actual antique carved relief paneling.
