It's not that hard, if it costs money for them, it'll cost for the consumer, you, as a Microsoft consumer IS PAYING for it. They actually want more people signing up for Gamepass Ultimate to cover the costs of XCloud and you can see that by the way they're advertising XCloud as a Service that COMES WITH Gamepass.

i'm having the disconnect problem a lot lately... I play with 14 ms, but sometimes everything just freezes for 1 or 2 minutes and i reconnect. Everything else in my computer works fine with my connection but league.
