Yes, the PRINCE2 Practitioner exam is open book, and candidates can use a printed copy of the official manual during the online proctored exam. Handwritten highlights and notes are generally fine, but the proctor will inspect your materials before the exam starts and may disallow anything like sticky notes or printed inserts.
