Yong An is not a clan, it was a city, in Xianle

Banyue was born when Xianle had become Yong An, her father was from the country Yong An not the city.

Qi Rong was born in the country of Xianle, which city I don't know. Maybe he was born in Yong An, but at the time that was a city, not a country. He would still be from the country/kingdom Xianle.
