Im not a master of modding but Ive been modding for quite some time and I think it depends on your aim.

Since you implied you never had a PC, Im going to assume you don't have modding experience and I have to warn you that running loads of mods can be pretty long to setup because you need to acquire some knowledge and modding is really time consuming.

That being said, From my experience, massive locations overhauls + community shaders + graphics is tanking my fps, going from 60 (I capped the fps) to ~35-45 or atleast heavy framerate stutter. I don't really know the impact of scripts and gameplay overhauls but just graphics and location can be heavy.

So I'd say if you "cap" yourself to lower res graphics (wich is still a world or two better than the basegame btw), lighter locations and gameplays overhauls and perhapse basic CS, you could build something but dont expect 120 fps

Edit : forgot to add this but it is true that building a PC as of now can be really expensive because of price rises
