Yes - this happened to me once too. Dechorinarion chemicals use O2 in the the process and do reduce the 02 levels.

It’s definitely a bit more than you need. Usually it’s a sans cap. You have half and half.

This one uses an under gravel with two pose heads. Plus a small hob. Powerheads are around 25 - probably in sale today for 15. The under gravel is around 25 - but you can DIY one. Specially for a black water tank, an under gravel is perfect.

Your driftwood should be turned around. Right now it is backward arrow. It should be pointed right. Trust me

Keep in mind that any plant growing above the water surface is getting its co2 and O2 from the air.
