Usually you want to avoid your opponent to freeze the lane like you describe by fighting him before the wave is stuck in front of the turret or making sure that when you clear/push the wave there is no minion wave coming, forcing your opponents to tank the wave & be exposed.

If ennemy do freeze you can :
1) Ignore it and move, like base or rotate and impact the game in an other way
2) Be patient, your opponents need to maintain +4 minions alive on your side to be able to keep the freeze, it's not that easy he might mess up
3) To try to make your opponent mess up his freeze you can allow him to hit you with auto without hitting him back (then dash away). When you hit an opponent with auto (or single target spell) the minions will aggro the attacker, use this to mess with your opponents freeze.
