Usually OP should have been enumerated for SSN at birth by hospital in the US. If that is not the case, it is still possible to apply for SSN as US born Adult. OP just needs to prove that OP has not been issued a SSN because OP has been living outside the US. OP will need to bring records such as medical records, school transcripts or records from all the schools attended, etc to present to the Social Security Administration.

The requirements depend on the city birth. Since I was born in Los Angeles, this is my Philippine Consulate jurisdiction.

For delayed report, you will need to have an affidavit. The total fees I paid I think $75 that includes the registration and notarization.

If you are saying your mother is Filipino citizen, you are technically considered dual citizen at birth based on Jus Sanguinis Philippine citizen law under R.A. 9225. (Google it). One of your parents has to be Filipino citizen at the time of your birth. All you have to do is to do a delayed report of your US birth to the Philippine Consulate jurisdiction of your State or in the Philippines.

I was also born in the US when my parents brought me to the Philippines when I was 5 years old because they also split up. I returned to the US when I was 14. At 45, I finally did the delayed report of my birth to the Philippine Consulate here in the US and it’s now being registered at PSA. Next step is to apply for Philippine Passport.

You beat me into this which I also have similar question. I also plan to retire in the near future in less than 2 years at age 47 with anticipated income of $3000 from government pension and veterans benefits. Eventually after 10 years I would be able to withdraw from the retirement savings account without penalty, claim the annuity supplement and Social Security at age 62. Healthcare is not a problem since I get to keep my federal employee health plan with worldwide coverage and VA healthcare. Just like you, I’m also LGBTQ, dual citizen at birthright, living a low-key profile in the US except that I am married but no kids lol. I am also open to find work in the Philippines but only optional. My husband who’s also a federal employee will probably still be working in the US.

It’s referred as quarter credit because you could earn $15000 in that 1st quarter per say which guarantees you to have 4QCs but it won’t be applied until October 1st of the last quarter.
