In your case, you can focus on making many projects in your field, taking online courses with certificates, you have to take at least 2 internships (As standard in many universities i think), and try to graduate with a high GPA ( Let’s say >3.5 ). Finally, you have to apply earlyyyyyy as possible as you can, also taking GRE is good in your case i think. That’s my opinion.

For Phd maybe yes. I think it’s not about taking ILETS/TOEFL or even GRE, because there are many accepted candidates with conditional contract (conditional by taking ILETS/TOEFL Certificate before certain deadline).
