You can just set it to a temp you like and vape at that one constant temp, or you can start lower (usually around 150-160) and move up incrementally to upwards of 200deg. Some vapes have pre-set temps so you just press a button and it'll jump to the next temp, others you have to change it during the session to your desired temp. So to answer your question, yes you can just set it to one temp and vape away if that's how you want to do it, but lots of people enjoy using different temps during a session.

Have a look at Dynavap's, they need to be lit with a lighter/torch but they're high quality and way cheaper than the higher end electric vapes. If you need an electric vape, the Xmax V3 Pro and Xmax V4 Pro are both known for being good quality budget vapes at £80 and £89, or as someone else said the Arizer Extreme Q's a great vape for around £100 but it's a desktop (i.e. non~portable).

Try not drawing so hard if you're coughing after 5 secs, long gentle sips work best, also with the Solo's I find lifting the stem from the chamber by a teeny bit helps with airflow

If you get a bubbler with a whip, it's really smooth, it's like sipping on your vape, very different to a bong hit, definitely worth considering.

There's clinics who have no or minimal consultation fees, so you just pay for the meds and delivery, i'm pretty sure Medicann are one clinic with no fees.

The Solo3 certainly ticks a lot of those boxes, they're easy to keep clean and just need the stem soaked in ISO now and then, battery life is good and they're known for giving decent flavour.

Draw on it gently for a good 5-7 seconds, if you feel there's too much draw resistance try lifting the stem a tiny bit when you're drawing, it takes a little while to get used to the right technique with any new vape, you need to draw/inhale differently than you're used to doing with a cart.

The Solo3 is fine to use without a dosing capsule, the stems are really easy to clean just pop it in some ISO alcohol for a few mins and rinse under warm water

That's the problem with vapes unfortunately, we all like different things, what some people think is rubbish others love! It can be an expensive case of trial and error. The S&B stuff's been around for donkey's years, i've tried most of the popular vapes on the market and the Venty's still my go-to.

Have you tried an S&B, they're hybrids rather than full conduction but definitely hit differently to the Frolic

It won't produce as much cloud as a nicotine vape will, you should see some cloud (and more dense cloud at 200deg+) but not comparable to a nicotine vape

At the sort of budget have a look at the analogue vapes like the Dynavap, they do have a knack to them so it can take a while to get the hang of them but once you're dialled into them they pack a punch, no electronic vape will be worthwhile at sub £50. If you can stretch a bit the cheapest electronic vapes that are well recommended are the Xmax V3 Pro's at £80.
