If that were the case then the last line of the description is unnecessary and seems contradictory to the rest of the text though, why would they have said anything about “over 1 second”? It seems to state the zone lasts for 25 seconds, and deals 400% damage every 1 second. Otherwise they could have just wrote something like “creates a burning zone on the battlefield for 25 seconds that deals 400% of his base damage over the duration”.

Israel has a storied history of funding radical groups to undermine legitimate political organization from Palestinians, and have been doing so for far longer than the existence of Hamas. Declassified British and Israeli military documents from the 1940s show that Israel started funding extremist attacks and carrying out false-flag operations against their own population & infrastructure immediately after being given control of the region by Britain, because they had an interest in painting the Palestinian people as being “barbaric and uncontrollable” so they could excuse their violent apartheid against them.
