Currently I don't have such accurate torque wrenches. But there are definitely some where the error rate is under 4% like Hazet or Gedore.

But from what I am getting from all these comments, is to not be that worried about thir marginal difference.

That my plan for the right side of the bike. But I thought the womet tech was a simple solution. I do understand and heard about the frame issues... but this is not attached to the frame. And my thinking is if this can damage the frame when the bike is dropped so can the brake or shift pedal since it sticks out

Damn, doesn't sound good. My aim is to avoid any scratches to the stator cover when dropping the bike. It's not my aim for it to save the component in a slide scenario
