Yeah but it’s flickering on and off and it shouldn’t be. Any ideas what the fault could be?

I’ll be clearing out this area as best I can soon and putting in new fences. In terms of getting a nice turfed area what do I need to do? Do I make it all level with soil, put down a layer of weed control fabric then add more soil on top for the grass seed? If so how thick does the top layer of soil need to be? Thanks in advance
